I. Introductions/Announcements:
Kim provided grant-writing assistance for Campbell County Schools to help them
receive buy-down funding for the purchase of biodiesel. They plan to fuel
75 buses with B20. The Covington Marathon terminal is still in the works.
According to Jesse Mayes, Kentucky Transportation Cabinet, they are working
with the contract process in Louisville and then will move forward with plans
in Covington.
Rich Corbett and Kim met with Raj Mosali, JatroDiesel CEO, to
learn more about plans for the Miamisburg biodiesel plant. The
meeting was informative as they reported that this company opened
their first facility two years ago in Pennsylvania and will be
on line in April expecting to produce 5 million gallons per year.
According to Mr. Mosali, they are committed to producing a quality
product and will conduct tests every 6 months. They plan to use
a variety of domestic feedstock.
Don Chapman announced that the airport is in their first phase
of collecting data and will be conducting inventories from tenants
for two more weeks. Landrum and Brown will do emission research
for viable fuels through the end of the summer.
Steve Proffitt updated the group on progress
with the Sunrise CoOp dispenser’s conversion to E10 and
E85. He described infrastructure challenges with the communication
problems in the
payment systems.
Jim Schwab announced that City Council has approved the ordinance
to the finance committee to move along funding for construction
of the fueling facility on Gest and Dalton. E85 testing is not
yet completed.
II. Memorandum
of Agreement (CFO):
The MOA for pass-through grant money ($10,000) was finalized between
TSCFN and CFO. Half of the funding is contingent upon the award
from the Ohio Air Quality Development Authority. A decision should
be made on Feb. 14. Kim is expecting a signed copy of the agreement
from Sam Spofforth. Members voted to invite the Ohio Corn Growers
Association and the Ohio Soybean Council to participate on the
Steering Committee. Kim will send letters of invitation on behalf
of the membership. The group also expressed the importance of each
county Farm Bureau’s support and involvement in TSCFN. Jeff
Lykins and Kim will facilitate meetings with each group.
III. Financial Report:
Members reviewed the 2005 TSCFN budget with expenditures totaling
$6,563.66 (excluding coordinator’s salary) and revenues totaling
$47,215.53.
IV. Year-End Review:
Members reviewed a list of TSCFN activities and accomplishments for 2005.
V. Clean Cities Annual Survey:
One-page surveys used to complete the annual Department of Energy (DOE) report
were distributed. The group brainstormed other groups/organizations that may
contribute information for the DOE report. Kim reminded members of the Feb.
3 deadline.
VI. 2006 Work Plan (draft):
Members reviewed a draft of the 2006 work plan. Hart Moore made
the recommendation to add meetings with each county farm bureau
to the plan. Don Chapman made the suggestion to bold activities
related to the MOA with CFO. Members voted to change the frequency
of steering committee meetings from monthly to every six weeks.
The time and location will remain unchanged.
VII. Biofuels Maintenance
Payback Workshop:
Twenty-eight people attended the workshop held on Jan. 19, at the
Northern Kentucky Chamber of Commerce. The audience was comprised
of private citizens, environmental organizations, public transportation,
educators and administrative staff from a school system and sales
people in the industry.
The next steering committee meeting
is scheduled for Tuesday, March 7, 2006, from 8:30 a.m. to
10 a.m., at the Hamilton County Department of Environmental Services
.
